If the PDF is not displaying for you, you will need to download and install Adobe Acrobat reader. During the install it will ask if you want to install browser plug-ins, which you should accept for all browsers that you use. If you are still having issues viewing PDFs after this, go into your browser Settings/Preferences, and select "Applications" or "Plug-Ins". Make sure that for "Content Type: Adobe PDF document" it is set to "Use Adobe Reader" or "Use Adobe Acrobat".
